Home Appliance Protection and Affordability Act — introduces a procedural test designed to block DOE energy efficiency standards. DOE estimates federal appliance and equipment standards will cumulatively avoid roughly 7 billion metric tons of CO2 emissions through 2030 while saving consumers and businesses on utility bills.
