Lets crypto projects raise up to $75 million a year without SEC registration and the disclosures it requires, and moves oversight of many tokens to the CFTC. Exchanges may use customers' crypto outside segregated accounts with written consent, which removes its bankruptcy protection. State securities regulators opposed the bill because it blocks them from requiring crypto offerings to register with the states.
