What Grades Measure

Grades reflect how a member voted on tracked bills across 12 issue areas in the 119th Congress. Each grade is based on a set of specific votes selected for their clarity and policy significance. For the full scoring methodology, see How We Score.

Issue Areas

The 12 issue categories cover policy areas from healthcare and the environment to foreign policy and government accountability. Each category tracks specific bills chosen because they represent clear policy choices where a vote reveals a member’s position on the issue.

What Comparison Does NOT Show

Grades measure voting alignment with the scoring rubric, not overall legislative effectiveness or quality of representation. This tool does not capture amendment activity, bill co-sponsorship, constituent service, committee work, or other forms of legislative engagement. Two members with similar grades may differ significantly in their overall approach to legislating.
